Salary Group/Monthly Salary: B16/$4,549.00-$7,332.00 depending on qualifications

FLSA: Exempt (Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.)

General Job Description: Performs highly complex (senior-level) computer systems analysis work and computer programming following a defined software development life cycle process for the development of web based applications. Work involves maintaining, enhancing and supporting several financial software applications including the agency budget analysis tool (BAT), the financial answer system (FAST), and the time and effort tracking application (T&E). This person will work closely with the Budget Office and Human Resources staff to gather and document requirements, discuss design considerations, provide programming and support services, coordinate testing efforts through deployment to production for use. Work involves meeting with customers to gather and document business requirements and analyze proposed software enhancements, using TEA’s standard tools and procedures for software development. Researches and documents methods and procedures used in software development, tests and debugs software, plans and schedules development tasks, and provides technical assistance and coordination of activities with applications and/or staff using these products and/or interfaces. Designs application architecture to meet documented customer requirements. Prepares design diagrams and standard documentation. Prepares detailed analysis, plans, diagrams and verification procedures. May assist with preparation of test plans and perform quality assurance tests. May perform studies and evaluate new development tools. Develops and implements specialized software and/or routines to supplement and enhance systems software. Assists in the development or installation of reusable components and subsystems. Oversees projects that cross functional agency systems and other state agencies or entities that require coordinating, planning, and scheduling during project development and implementation stages. Works under minimal direction with considerable latitude for the use of initiative and independent judgment. Performs other related work as assigned.

Minimum Qualifications

EDUCATION: Graduation from an accredited four-year college or university.

EXPERIENCE: Five (5) years analysis and/or development experience in the full range of the Software Development Life Cycle (SDLC). Experience developing and maintaining object oriented applications. Prefer experience in .NET, C#, ASP/ASP.NET, VB script, Java script, Visual Basic/VB.NET or similar object oriented programming languages and Crystal Reports and/or Crystal Enterprise. Prefer previous experience with financial and/or accounting applications. Prefer experience developing/maintaining secure high performance multi-user applications.

Substitution: Each additional year of experience over the required minimum may substitute for college on a year-for-year basis.

Knowledge, Skills, and Abilities

Knowledge of:

DTS packages and complex stored procedures; and familiar with change control and version control processes and procedures.

Skill in:

MS. SQL Server and/or Sybase, UDB DB2 databases desired; analytical and strong oral and written communications skills.

Ability to:

Communicate effectively both verbally and in writing; and work well in a team.

License, Registration or Certification Required: None

Travel Required: 10%
