Lead Analyst (New York, NY)


The New York City Department of Education is the largest school system in the nation, with nearly 1.1 million students, 135,000 employees (including 80,000 teachers) and an annual budget of $14+ billion.  Led by Schools Chancellor Joel I. Klein, the Department of Education (DOE) is committed to creating a system of 1,400+ great schools.  Since its inception in 2003, the Children First Agenda for New York’s schools has driven the Department of Education’s work in adopting uniform, rigorous curricula for all schools, starting new small schools to increase educational options for students and transforming the structure and culture of the Department of Education to encourage educational excellence and the work necessary to support that goal.

 

Mayor Bloomberg and Chancellor Klein have made accountability an essential element of New York City’s education reform effort.  With an investment of over $130 million from national and local foundations, New York City has embarked upon an ambitious education reform initiative that is unprecedented in urban education. The NYC Department of Education will drive and support the creation of more robust accountability tools over the next three years. 

 

The Lead Analyst in the Office of Accountability will engage in all facets of the development of value added statistical analysis for K-12 Department of Education accountability system. The Lead Analyst will be one of the main points of contact for all analytic activities related to accountability tool development. This position requires a hands-on, well-organized professional with experience in computational mathematics, statistics, and data analysis. 

 

 

Duties and Responsibilities

 

  • Lead the ongoing development of the DOE Progress Reports with data collection, analysis and interpretation
  • Prepare statistical and narrative reports surfacing key policy questions based on underlying data to present research results to Chief Accountability Officer
  • Design and perform data analysis to ensure integrity, quality control and protocol compliance
  • Apply an analytical and creative approach to the solution of a wide variety of problems
  • Demonstrate and apply thorough understanding of statistical and mathematical methodology and protocols
  • Maintain currency of knowledge with respect to relevant state-of-the-art technology and statistical methodology
  • Write proposals to external funding agencies to maintain thought leadership in the area of K-12 school accountability
  • Project manage and develop operational work plans for implementation of work related to the Accountability Initiative, including Progress Report activities
  • Collaborate with trainers to design effective means of training DOE staff, including principals and teachers, on using the Accountability tools and analyzing data at a school level

 

Selection Criteria

 

Minimum

  • A bachelors degree in Math and 6 years of relevant work experience with 18 months managerial experience or a master’s degree in statistics and 4 years of work experience with 18 months managerial experience
  • Ability to perform independent, original research in advanced areas of statistical expertise
  • Ability to conduct systematic analysis and develop solutions to complex data analysis problems
  • Ability to develop and follow research methodology and protocol
  • Ability to develop reports and charts based on research
  • Ability to use independent judgment to adapt and modify research concepts and approaches to specific projects
  • Ability to propose, design, and coordinate scientific research projects
  • Data analysis experience, including up-to-date knowledge of statistical software packages such as SAS, S-Plus, etc.
  • Excellent interpersonal skills and ability to manage a range of personalities and perspectives
  • Experience in a public reform or start-up environment, favorable

 

Preferred

 

  • MA/PhD in statistics or related discipline
  • Experience in computational mathematics, statistics and data analysis
  • Experience or working knowledge of the public sector and/or demonstrated interest in public education
