Function

The Directorate Economic Developments of the European Central Bank (ECB) is seeking an experienced Economist-Statistician for its EU Countries Division. A key task of the Division is to contribute to the ECB’s assessment of the economic situation and outlook for the euro area by forecasting, monitoring and analysing macroeconomic developments and adjustment processes in the euro area countries. In addition, the Division carries out macroeconomic studies from a cross-country perspective.

In order to carry out the above tasks, the Division needs support in the areas of data management, system development and programming, and in the conduct of econometric and statistical analyses. The holder of this position will be expected, in particular, to:

  • maintain and develop programs, databases and tools used in the macroeconomic projections exercises, perform a number of related statistical analyses and present the results;
  • provide statistical assistance in the analysis of individual euro area countries and of cross-country issues;
  • conduct econometric analyses and simulations with a view to contributing to the regular briefings and the analytical work of the Division;
  • contribute, in cooperation with the economists of the Division, to the preparation of briefing material and to the drafting of reports for both publication and internal distribution;
  • organise a number of the above tasks in cooperation with the research analysts of the Division; and
  • develop and maintain contacts at an expert level with counterparts within the ECB, national central banks and national statistical institutes.

Qualifications and experience
  • An advanced university degree in statistics, computer science or econometrics/economics, or a proven ability to perform the tasks required by the position.
  • Extensive experience and an interest in (1) programming, (2) data management, and (3) applying statistical and econometric tools.
  • Profound knowledge of Unix and Windows operating systems; time series and relational databases; and MS Office, in particular, Word, Excel and PowerPoint.
  • Proven experience in system development and in major programming projects. Experience with MATLAB, Eviews, FAME, Oracle SQL and several generic programming languages would also be an advantage.
  • Experience in applying quantitative techniques, including macroeconomic models, and some experience with Dynamic Stochastic General Equilibrium (DSGE) models would also be desirable.
  • Experience with national accounts statistics and other economic data sources would be an advantage.

  • Ability to draft briefing notes and communicate effectively both orally and in writing.
  • Excellent command of English with proven drafting ability. A working knowledge of at least one other official language of the EU is also required.

Duration of contract / Closing date : Fixed-term contract of three years.
